Will the person who stole my iPad be able to use that iPad even if I did not "remove it from my account" on Find my iPhone? Will he be able to restore that device to it's original factory settings and use it as a brand new device eventually?

If your iPad is using IOS 7:
If you did not remove your iPad from your account, the finder will need your Apple ID and Password to activate iPad.

So is that device 100% inaccessible unless I give him my iTunes store account details or if I finally remove that device from my account? He won't be able to use it? Is there any way for him to bypass that? What about jailbreaking?

He will not be able to restore to Factory Default without your Apple ID and Password.
I have tested it a few times with my iPad 2.
Hopefully my iPad will be entirely USELESS to that thief.

Well, I am thinking that the guy who stole my iPad is too dumb enough to know what jailbreaking is.
So it is definitely wise for me NOT to remove it from my account permanently?
