When u download iworks then it accesses ur info on ur id and checks weather u hav paid or nt and if nt then it wont download untill paid by credit card ok.....

iPhoto, iMovie, Pages, Numbers, and Keynote are free on the App Store for qualifying iOS 7 compatible devices activated or purchased on or after September 1, 2013.
