I had to go from an iphone 5 with iOS 7 to an iphone 4S with iOS 6, and even though iCloud said it was restoring all my chats and pictures, barely anything was restored. Does this just take a lot of time, or will things not be restored because of the iOS change?

To restore your app data, settings, text messages, apps and other purchased media, you have to restore the backup of the iPhone 5 to the 4s. However, you can't restore a backup made on iOS 7 to a device running iOS 6. You'll have to update the 4s to the latest iOS, then restore the backup.
