Q: I have made purchases for one of my games but I have not received what I purchased, at times I have been charged twice but only received one download. What's up?

I have made lurches for one of my games but have not received what I have purchased. I have also at times had problems with my credit card and then when it goes through it goes through two or more time but I only get one download. What is going on?

iPad mini Wi-Fi + Cellular (MM), iOS 7.0.6
