Downgrading isn't possible. iTunes won't install iOS versions older than the latest compatible release, and if one's somehow installed anyway, Apple's servers won't activate the device afterwards.

Sorry, but you can not downgrade iOS. Is is not supported by Apple.
That is not supported by Apple and cannot be a subject for help. Downgrading an iOS is OT supported in anyway by Apple.
If you would like fresh new look of iOS, you can restore it and set up as new iPad however you can't downgreade iOS. Apple no longer sign iOS 6 or below from their server so even though there is a way to do it, your device will no longer usable
