Q: why cant i restore my ipad

my ipad is cellular so i thought can serve everywhere but it did not. always no service in my office but my nokia smart phone got service... So i tried to restore my ipad but cannot. it prompt me error cannot be restore.

iPad (4th gen) Wi-Fi + Cellular (MM), iOS 6.1

Has your iPad been hacked?

Has your iPad ever run unreleased (beta) Apple software?
