I have a searched for an answer but can't seem to find one. I have an Apple TV and MBP (running mavericks) but no internet at home except for limited data on iPhone. Am I able to create a network on macbook that will connect to ATV or does it need an internet connection?

If you are just streaming local content off your MBPS then no Internet is required. However, you will need a wifi network via router.
The simple answer is that uneed to have a router,the router does not need to be connected to the internet for your setup to work.
