The iPad is a tablet and not a phone. You need 3rd party apps like Viber to call.

Although your iPad might be equiped with a cellular modem and simcard, the iPad software only uses the modem for a internet connection.

Voice calling and SMS text messaging using the iPad cellular modem / simcard subscriber number is not implemented.

iPad Air is not a real mobile phone, so you can't use sim to call. But...

You can make calls from you iPad Air with apps from App Store - for example:

1) Skype

You can't call from iPad to normal phones, but you can call from iPad to other iPads, iPods, iPhones, Macs using FaceTime. Just open FaceTime and select contact to call.
