I can't access to my icloud

Hello dear, i want to know that why can't i go to icloud terms and condition.

In my old icloud id @yahoo.com i can't remmember my last password,and i can not change my id in icloud.

Please help me exactly, because when i connect to wifi i have a message that i have accept the term of condition on icloud.
