I have had no problems at all importing photos using the instructions on the support page that you are claiming is useless.
Try using a WiFi transfer app. I use this one and it works very well.

That is not included in the advise for windows 8, this advise win 8 advise is 101 computer, every item you connect to your win 8 computer is visible in libraries and then one handles that as apropriate; document or pics. etc...
What the advice is missing is fundarmental for it to work. the itunes bit as program that needs to be open for the computer to recognise ipad.
i.e. without it the advice is useless. you could as well say ...turn your computer on..or start by plugging you computer in to electricity. because if ipad would be visible in win 8 without itunes open no one would have a problem.

restart your computer
use regedit program to search and delete all apple related regitry entries
restart your computer
reinstall apple programs itunes, quicktime and the works

Mar 2, 2014 6:37 AM in response to Stonemask123by JimHdk,If you have pictures in the Camera Roll your iPad should be recognized as a Camera by Windows regardless of whether iTunes is running or not. Check your Windows configuration for what action is to be taken when a Camera is connected. It doesn't seem to be set to the Windows default.
By the way, iTunes has nothing to do with transferring photos to your PC. Look for Windows Photo Viewer or Live Photo Gallery.
