iPhone 4S bricked after update

I installed the 7.0.6 update last night and my phone will no longer turn on. I have tried reseting it, but I just get this weird circle "halo" on the screen. My phone screen has been cracked for months, so at first I thought it might just be that it finally gave up the ghost, but I see this update has a lot of issues. Thankfully I had just backed up yesterday.

Is Apple even acknowledging that the update causes problems or will they do anything about it? I assume I'm screwed anyway because I've had my phone over a year and the screen is broken.
