What does 'sync podcasts' in iTunes mean under iOS7?

I have 'sync all podcasts' enabled on my Mac in iTunes. My iOS devices are clearly not syncing the podcasts downloaded on my computer, because my phone is showing nothing but little cloud/download icons, unless I individually tap each one to download it. So--what about them is 'syncing'?
