Storage upgrade
I purchase an upgrade of storage and I don't see it on my iPhone 4.
iPhone 4, iOS 6.1.3
iCloud storage is separate from that on the devices.

Correct, as you have purchased extra iCloud storage. This does not change the available space on the iPhone.

You cannot get more storage for your iphone.
You purchased icloud storage which has nothing to do with the storage on your iphone. It is storage available on the cloud.
