i have recently update a new software 6.1.6 to i3gs but no sim activation and mobile is still lock?

Was the iPhone officially unlocked prior to installing the update - not jailbroken/hacked to be unlocked?

i have the same problem ... will i be able to unlock it if it was updated without unlocking ?
