As long as you have a rescue email address associated with Apple ID, you can get that taken care. Check out the article below for more information.

I can not use my $ 10 when I answer the security questions.😟😮

In Manage your account ,"Rescue email to reset your security questions" is not enable for me.

Please guide me or reset my security questions.

If it is not enabled then you do not have a rescue email address setup, the next step would be to contact Apple Support. The link below will get you started with that.
