Is there any way to get my music off my mac 10.4.11 with itunes 9 to talk to the ipad mini?

Your Mac OS X version has to be at least 10.6.x. So you need to upgrade your OS from Tiger 10.4 to Snow Leopard 10.6 or higher to run the latest version of iTunes, v11.x
