How to Upload a MS Excel file to iTunes and then to My iPad 2?

I am trying to determine if the upload is successful. After selecting the file to upload to iTunes from a PC running Win XP. I have opened the selection "Add File to Library from the iTunes "File" selection. This move causes a windows explorer window to open which allows me to select the file I want to transfer.

The selection of the file moves the file name to be added to the "Open" field. Clicking the "Open" appears to select the file.

Problem solved? I can't find the file in iTunes. Thinking that iTunes wants to synch to the iPad, I have done the selection with the iPad2 connected to the PC. A Synch operation occurs, but I am unable to locate the resulting file on the iPad, or iTunes, nor open it with Numbers.

An aside - Apparently, iCloud requires an OS on the PC that is later than XP, or I would use iCloud to update the iPad. And, of course, I am using iOS 7.0.6 and the latest iTunes, am am not that familiar how things now work.

iPad 2, iOS 7.0.6, Windows xp
