Oh man, only thing worse than 10.9.2 is the cantankerouse Time Machine, does this help at all?
Yes, it does help. Misery loves company. I must add however, it may be worse -- setting up Apple Server 3 trying to serve Time Machine is involved.....
Made a mistake in my reply -- no change in password was done, so http://pondini.org/TM/C14.html does not help in my case. I simply created a "Storage" folder on my mini (the mini is running Apple Server 3) and turned on Time Machine services on the Apple Server. On the remote computer, in Time Machine, selected the now-appearing "Storage" folder. It accepted a username & password, but when time came to do TimeMachine backup, gave error that username/password no good. Following this support page works up to step 6, where (-67701) error message prevents altering record.

Reset Password 10.7, 10.8...
Then Reset your Keychain...
