My I phone won't shutdown. I have settings open !

My iPhone wont turn off. Setting open. ???any suggestions

iPhone 4S, iOS 6.1.6

Reset: Hold the Sleep/Wake and Home buttons and don’t let go until the screen goes dark and the Apple logo appears (no data will be lost)
