Download it. If you are using an online source otehr thatn iCloud, it will download to the Photos app rather than Videos app, but assuming it is a compatible file format, should play without problem. There are some media apps available in the app store as well. The Google drive app may also do this, but haven't used it in some time so can't say for sure.
I don't want to download it to my device and take up space, that is why I put it in the cloud (Google Drive)

?? Well, Google Drive is a remote storage system, so you can only view things there when your device has an internet connection (is online). The only way to view online content when your device is offline is to download and store it locally on the device. So, I'm not sure what exactly you wish to do?
Google Drive has an 'offline' switch, that makes files available to be viewed when not connected to the internet. I know this because I can and have done so with my Android phone. My problem is that the same offline files are not viewable from my iPad Air.
The only way to view a file "offline" is to download it, regardless of the app or cloud system used. When you check a file as being available offline, that is what it does - downloads a copy for local use.
In the Google drive app, tap on the ℹ icon to the right of the item., the turn Available Offline ON. (This will download a copy of off line use). You must be Online when you do this, obviuosly. If you are using another app to connect to Google, and the app support offline viewing, it should have a similar mechanism.
All the "switch" in the Googel Drive app does is cache (ie. download) a local copy to your device.
In iOS, can you view these files when you are online? If so, do you have enough storage space to keep them on the device when you go offline? Anything you view as "offline" means a local copy has to be kept on the device, so you need to connect to them online initially.
On my iPad Air the circle just spins for hours. (One night I like it spin for 6 hours)
If you are confident ou have a good internet connection, you may want to contact the vendor on that one.

Because a copy of it has been downloaded. Apparently there is something interfering with the download process on the iPad.
I guess a trip to the Apple store is in my future
That might be your needed course of action, however, you should try a few troubleshooting steps first:
