Temporarily deleting iCloud for more storage?

I keep getting a new message that there is not enough storage in my iCloud account. I am aware I COULD pay an annual fee for more storage, but 5 gb is enough.

Is there a way for me to delete my current backup, then turn it on again and back my current stuff up then?

Will there be any comp,I actions? And will photo stream stop working when I turn iCloud off?
