When Managing applications Dock is not loading properly

I have setup a server and I am trying to limit access to what users can and cannot use.

I am using workgroup manager to achieve this but when adding the user to the restricted group their managed dock doesn't appear, just the finder and recycle bin icons.

If I remove the restriction the Dock will appear as normal. Is there any logs that I can view to see what is stopping the dock from appearing as normal? or has someone a solution?
