Client connects to sus but says no updates

Running 10.9.2 server with latest version of server. Clients are on 10.9.1.

When trying to check for updates, I get a message saying "no updates available".

SUS is turned on and I rebuilt the updates to clean out old junk and downloaded and enabled them all. The sus server seems to be working for all intents and purposes, afaik.

I have the com.apple.softwareupdate plist set to http://fqdn:8088/content/catalogs/others/index-10.9-mountainlion-lion-snowleopar d-leopard.merged-1.sucatalog

I have also tried http://fqdn:8088/catalogs.sucatalog

Either setting results in "no updates available"

I can open safari and "see" contents, so I am not sure why it is saying there are no updates.

OS X Mavericks (10.9.1)
