My old contacts don't import from my SIM

My old contacts don't import from my SIM when pressing 'Import SIM contacts' in the settings. All it does it asks me if: Import SIM contacts to Account - iCloud or From My Mac and imports my few existing contacts from the iPhone to the iCloud. I need the contacts already on my SIM to appear on my phone and later on my iCloud. How can I do that?

iPhone 4S, iOS 6.1.3

You want to select Import the SIM contacts to Account - iCloud.

This is where your iPhone contacts are located.
