App not installing

I purchased an app from the App Store and snc it was over 100mb I was told to download over wifi. I decided to just download it from my laptop, now the app is done downloading but has refused to install on my ipad, it just keeps on saying "will install" any time I try to sync.

iPad, iOS 7.0.4

You don't have restrictions enabled do you? Settings>General>Restrictions>Allowed Content>Apps. You can restrict content that could prevent certain apps from syncing. If you don't use restrictions, I would just try ejecting the iPad, quit iTunes, restart your computer, restart the iPad and then try again.
