I purchased an app on the App Store but because it was over 100mb I was told to download over wifi, I tried downloading over wifi but it was taking a while. now I want to download it through Itunes on my laptop but when I check for available downloads it doesn't appear

Since it didn't download, just go to the App Store in iTunes on your computer, search for the App and download it. It then should appear in your purchased tab on your iPad, with a cloud icon next to it. Tap the cloud and it will download, but since it's so large, you will still need to be on Wifi and you'll have to be patient as it will take some time to fully download.
