Can Photo Stream be backed up on my iCloud?

Photo Stream is not backed up at all (iCloud or iTunes).
Apple will only hold the last 30 days on the server.
Save the Photo Stream photos not already in your Camera Roll to your Camera Roll and then transfer them to your computer to be backed up.
