iPhone 5C and forgot restrictions passcode, how to reset?

My son has an iPhone 5C. He set his passcode protection for unlocking the device but also set a restrictions passcode. He cannot download apps, music and etc. Is there a way to reset to default? Every time he tries to reset to factory defaults it requires the restrictions passcode which he cannot remember. Then it locks his phone for an hour. Please help.
