Volume Purchase Program in UAE

Hi All,

This is regarding bulk purchasing apps in iTunes store. Recently we have 102 iPads in school and I need to SYNC same apps into all iPads. In addition, am using Apple configurator to manage all iPads.

However,(VPP) Bulk purchasing of iPad apps is not allowed in UAE (in this case, what is the alternative way to get bulk purchasing of iPad apps?) It is tricky situation and I wish there was an easy answer to avoid the mess and time spent synching manually over 102 iPads.

What would you advise me to do please?
