No I'm afraid not, for want of a better explanation and without wishing to sound sarcastic, the iPad isn't a phone.

You can however use things like Facetime on your iPad if you have a compatible device of course.

You don't, as the iPad has no native telephone capabilities. You can use Apps such as FaceTime or Skype.
