How to unlock the IPAD 4G without data plan?

I buy the New IPAD 4G (Verizon) in last year without data plan (no contract). That means I paid whole price. And this year I came to China, I try to use the China Telecom's SIM card(CDMA2000), but failed. Because the network locked. How can I do?

iPad (3rd gen) Wi-Fi + Cellular (VZ), iOS 7.0.1

You cannot unlock a Verizon-model iPad for use with another CDMA carrier. You can only use GSM carriers. If you wish to use another CMDA carrier, you'll need to sell that Verizon-model iPad and buy one that designed to work with your desired carrier.
