Can I download photos, etc from my pc windows xp to my ipad mini ios7?

Yes, you can sync content via iTunes on your PC - if you don't have iTunes installed then you can download it from here : http://www.apple.com/itunes/download/

To sync photos via iTunes, connect your iPad to your PC and select it on the left-hand sidebar of your PC's iTunes (you can enable the sidebar via control-S if it doesn't show), and the use the Photos tab on the right-hand side of the iTunes screen to select and sync your photos to your iPad's Photos app. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
