Storage; 13GB of "other"
My iPad is a 32GB third generation. Recently, I've had trouble fitting all of my stuff onto it; apparently, 13GB is taken up by "Other". Any idea what this "Other" is, and how to get rid of it?
iPad, iOS 7.0.6

I read Kappy's summary, which makes it sound like a 'feature' rather than a cache retention bug. It's the latter. On my children't phones in particular iOS is keeping video files in a folder called CloudAssets. I believe the cleanup app Kappy refers to is purging this folder; you can only see it with 3rd party software.
Backing up, wiping (confusingly called Restore by Apple) and restoring (putting stuff back on phone) will clear the cache more safely than wiping.
I suspect it's something to do with permissions and/or a file system problem in 7.0. In our case the kids iCloud account is not the same as their app store account (Apple ID for purchases and DRM) and that may trigger the bug.
I upgraded one phone to 7.1. Initially the Other (CloudAssets) folder seemed unchanged. Shortly thereafter, however, the phone had 15GB free. I did view CloudAssets using PhoneView, but I didn't touch anything. So it's POSSIBLE the bug is fixed in 7.1.
I'm testing on another phone...
