iOS7 no option for mobile number on iMessage and Facetime

I am on Vodafone, Pay As You Go, Iphone 4 16GB. My imessage and facetime let me have no option what so ever to use my mobile number. I have wiped my phone 6 times, reset my network settings, changed apple id, checked my number on apple id, changed sim card and still no luck. This is getting beyond a joke! Please Help.
