The small send arrow to use when sending Reply to email is no longer on the meassge page. Why? How can I retreive it?

In Mail. click View in the menu bar and select Customize Tool bar. From there you can select what icons you want displayed.

That did not work since, although many icons are available there, the required icon is not available at that location.

This is what I see in OS 10.7 Mac Mail, when I start a new email and select View / Customize Toolbar.
I can drag that whole set of icons to the top of the new email form.
How can I regain the send arrow in my Reply messages
