Another option is to purchase a copy of Premiere CS6 from someone who has moved to the Cloud versions and is willing to sell. Premiere 6 is quite like FCP7.

Will Premiere CS6 import from FCE 4.0 project files? Nothing fancy, just Browser folders of clips.

I can't use the Cloud versions anyway - too far up in the mountains, not enuf bandwidth...

Nope. It will from Final Cut Pro XML files, but the ability to export XML files is/was not present in Final Cut Express.
