Mavericks can be burned to a double-sided DVD, but it’s not a straightforward process, and the file layout on the DVD will not be optimized for efficient execution. You can use your preferred search engine to discover at least one description of how to create such a DVD.
There's an easier way if you're trying to create a bootable installation drive...
First, buy an 8+GB USB flash drive - they're very inexpensive. Then download the new Mavericks (10.9.2) from the Mac App Store. When you get to the install screen, quit and you'll find an app named "Install Mac OS Mavericks.app" in your Applications folder. Download DiskMaker X, plug in the USB drive and open DiskMaker X - it will find the installer and create a bootable installer. Then you'll be able to boot from it and install mavericks on any machine.
With a larger flash drive you can actually install Mavericks on it - but you wouldn't be able to use it as an installer. Not sure why you'd want to create a Mavericks system on a DVD but as far as I know, it simply wouldn't fit on a dual-layer DVD.
