I was scrolling on a app and my whole phone suddenly became non-responsive. Every time I press something a box outline appears around it. Now that its locked I can't open it anymore. I've tried restarting it and rebooting it, nothing has worked What can i do?
iPhone 5, iOS 7.0.6
I have indeed tried that, unfortuanally even that wont open.

I have and it does not work for my situation
Then try a Restore...
1: Connect the device to Your computer and open iTunes.
2: If the device appears in iTunes, select and click Restore on the Summary pane.

I have also tried that and when it opened back up it was the same as before

What else have you tried but failed to mention...
As i mentionned in my first post, I have tried assive touch, restarting it and also rebooting it
Just to be clear... Your first post contained no mention of Assistive Touch nor Restore...

The Basic Troubleshooting Steps are:
Restart... Reset... Restore from Backup... Restore as New...
If you try all these Steps and you still have issues... Then a Visit to an Apple Store or AASP (Authorized Apple Service Provider) is the Next Step... Be sure to make an appointment first..
Pardon that was my mistake :$ by reboot i meant restore and i was sure i put the assessive touch. Thank you for the help and and will be going to an Apple Store as soon as possible.
