Does the in-app purchase give more loops?

With a one-time in-app purchase, you can add Guitar Amp, Smart Keyboard, Smart Bass, Smart Strings, Smart Drums, Sampler, and a total of 157 preset sounds. The purchased instruments appear in the Touch Instrument browser after you purchase them.
So yes, you will get more loops and also more instruments.
I dont know of any other loop packages, but you can any audio file as a loop from the Loop Browser, that you sync from iTunes on a computer to your Music.app.

If you already had a previous GarageBand version, you can get te in-app purchase for free:
If you previously purchased an earlier version of GarageBand for iOS, you will get the In-App Purchase content for free. To restore your purchase, you may need to tap Already Purchased when you see the in-app purchase in GarageBand.
