I accidentally set up my new Iphone5s as a new phone, instead of setting it up as a back up from my Icloud.
How do I reset my phone from my cloud without losing any information from the cloud account?

You basically start over with your new iPhone by using Settings > General > Reset > Erase All Content and Settings. This will return your iPhone to new phone status and you can run through the Setup procedure again but, this time, restoring from your iCloud backup rather than as a new phone.
