Missing app on list of purchase apps

I have a new ipad mini retina and an 5s iphone. With both I received the apps Numbers and Pages. The description of my problem relates to both devices

Description:

The Numbers app is on the list of purchase apps, the Pages app does'nt appear on the list of purchased apps though it appears on the ipad and can be loaded from the appstore for free. The Numbers app is stored on the cloud, the Pages app is not and I don't know why (on both the option to store on the cloud-the green button is open). The Numbers app was downloaded also on my old ipad mini for free, The Pages app can't be downloaded on the older device without paying for it.(It is updated to ios 7.06)

My questions are:

1. How can I have the Pages app on the purchased apps in my new ipad mini retina and iphone?

2. How can I store the pages app on the cloud

3. How can I download the Pages app on older device without paying.
