I checked my purchase history and i have 0 purchase history in my account, i'm trying to download FREE apps to my phone and it asks me to sign in (i have my card info updated) but its declined. I DON'T GET IT!!

Can it be because i have to update my software?

iPhone 5s, iOS 7.0.6

It could be that your card information is entered incorrectly. You can use the information in the article below to verify that.
