My friend has a 5 c and she is moving to canada soon , she was told by her carrier in ireland that if she gets her phone unlocked when she puts in her new sim that the iphone will lock again . Any help

Only the carrier can unlock the phone. She should talk to the carrier about whether they will do it. Some will, under certain conditions, and some will not.
The carrier will unlock but they said when she puts in her new sim it will lock again

Whoever she talked to has no idea what they're talking about, none. Once officially unlocked, & the phone's IMEI number entered into Apple's database, the phone will remain unlocked...forever.
