The payment went through and the song showed up on my Ipod Touch but now it's gone from both my Ipod Touch and my Itunes library. Whenever I look up this song on the Itunes Store, it says that the song is purchased but doesn't give me the option to redownload it. I need help.

It sounds like you purchased this song successfully and could see it on 2 devices but now it is misssing and you cannot redownload it from the songs page in iTunes. I would try downloading the song with the following article:
