The "cellular network data" is the location of the towers the phone can access. It uses that info to triangulate your location. Note that it does not say "cellular data". Cellular data does not need to be on for this to work.

Location Services never uses cellular data. However, apps that use Location Services may use cellular data (for example, the Map application or Google Maps uses data to download maps). But if Cellular Data is turned off then the apps that use Location Services cannot use cellular data.

As per ckuan's link below, Apple help says - Your approximate location is determined using available information from cellular network data, local Wi-Fi networks (if you have Wi-Fi turned on), and GPS (may not be available in all areas) so you can see why I'm confused. I also though turning off cellular data turned off ALL cellular data.
I have cellular data turned off and location services on so that Find iPhone is operational. Nothing else can use location services. I'm afraid Find iPhone will use data.
Any thoughts on the seeming inconsistency are appreciated. And thanks again for the reply.
Thanks. That is actually what is causing me confusion as it says location services uses cellular data but elswhere Apple help says that turning off cellular data turns off ALL cellular data. So the question is, which is it?

If cellular data is off then if your iPhone is not on Wi-Fi, FMiP will not work over 3G.
