No.
No meaning it can't be converted or that it can't be viewed on a Mac?
You cannot view it on Apple TV.
If it is a commercial DVD we cannot discuss conversions here.
If it's a home-made DVD, you may try to convert it to Apple TV supported video formats.
If you only want to convert video file formats, free video converter is enough for you. Convert up to 160 file types. You can get one from CNET or just try this one: Free Video Converter program on CNET download.
You can use RipIt to make digital backups of your DVDs. It converts your DVD movies to full, high quality files and exports them to iTunes, which can then play through AppleTV. RipIt is available on The Little App Factory website. It’s shareware! RipIt uses a .dvdmedia extension, which plays with your Apple DVD player. In the RipIt menu under preferences you can uncheck the box for 'use .dvdmedia extension' and you'll get all your audio_ts and video_ts files unbundled. This is recommended if you want to use burning software to put the rips back onto blank DVDs
