When I go to fill out an job application on government stuff like usps through Safari it lets me fill out some things but not everything. I end up having to use a regular computer, WHY...need help

I don't know specifically about hte site you mention, but I know that some sites are still in the 1990's and require users to use flash. The bank which holds the martgage on my house requires me to use flash to make an online mortgage payment, so I can not make that payment from my iPad or iPhone, but the credit union where my car is financed allows me to access my account via my iPhone or iPad, and Chase Bank (my Visa) also allows me to access my account via iPhone/iPad. This is all up to the web site developers, and some of them still don't support current technologies...
Not all websites are designed to work correctly with mobile web browsers.
A lot do work, but I find that there are still issues with things like forms. It's basically up to the web designer to make sure it is compliant.
