Photo Stream on Windows stops working all the time

I am re-opening a topic that has been addressed here mulitple times before. Obviously though, I have not found a solution yet.

Problem: My photo stream on Windows 8.1 will stop downloading photos after a while and will not resume. When I try the usual fixes (see e. g. http://www.tinkertry.com/fix-the-issue-where-you-upgrade-to-windows-8-1-then-you r-photo-stream-stops-updating/), it will re-sync, but simply stop downloading after a few hunderd pics (and, yes, there are a thousand pics younger than 30 days). It will NOT download all photos in the stream as my other devices (e.g. an iPad).

I have tried everything. The measures in the link above, re-installing the icloud service etc.

Any advice on how I can get my photo stream back working reliably? Many months ago (still on Windows 7 though), I was taking a picture with my iphone and the "photo stream magic" synced the pic to my PC. But this is history and has stopped working since months.

I'd be grateful for any suggestions.
