iPad mini, annoying blue box keeps flashing down the screen

MMy iPad mini is playing up. Somehow a blue box has started moving down the screen surrounding each row of apps as it goes and just keeps on repeating. I've tried everything to get rid of it but no luck. I've even reset the iPad but it's still there. Any ideas on what it is or how to stop it?
