If you don't have an account with AT&T, you cannot log in at their website to check on AT&T account status that you don't have.

No, they did not.
An Apple Store or an official Apple service center would do no such thing, which would require hacking the iPhone.
If you purchased a used iPhone that is carrier locked with AT&T and you don't live in the U.S. and will not activate the iPhone with AT&T, your money was wasted.

The iPhone must be unlocked and can be offically unlocked by AT&T only, or AT&T is the only party that can send the unlock request to Apple. They will not do this for you unless you had the AT&T account for the iPhone when it was activated with AT&T.
The previous or original owner that had or has the account with AT&T must do this.
